Haha, that's funny. You realize if you were to crack down on that, you'd be cracking down on over half the active alliance?

The number prefix, ie 1701, relates to the time period, or something like that. That is why Voy is 74656, they're in the 24th century, hence the 5 numbers. The original enterprise was established in the 23rd century, hence 1701.
