Revision: Whoniverse canonicity applies only to certain very-long-range exploration teams, and only in a fairly insignificant amount. Normal canonicity applies to all other Kostemetsian territories for the time being.

As of now, the continuity of the Whoniverse applies to Kostemetsia (with the exception of any world-destroying cataclysms that may or may not have happened).

This ties into a planned RP known as the Union. Watch this space for more info.
