In preparation for the Coalition possibly joining ESUS in the near future, I'm hereby requesting application testing for the Morningstar Coalition.

What kind of information will you folks need for the testing process anyway?

Just give a basic background so the tester can try to make your application less generic by introducing some aspects specific to your nation.

Okay folks, I've finally got a start at what may eventually become the start of my factbook. Hopefully this is enough information to help define my tests.

Formal Name: The Morningstar Coalition of Home Fleets
Informal Name: The Morningstar Coalition, Morningstar, The Coalition

Government: The forms of government present within the Coalition are only marginally different from the former pure-military organization of the Coalition's roots. At the founding of the Coalition proper, there were no true civilians, only soldiers of the many branches of a former nation's covert army. While not everyone served aboard warships, all were trained as and conducted themselves as parts of a military heiarchy. This tradition remained within the newly formed Coalition, and is still present in it's current day.
The head of this government is the Admiralty, the collective name for the body of officers which debate and decide overall policy for the Coalition as a whole. Every member of the Admiralty is given the title of office of High Admiral, followed by the deparment they head, such as the High Admiral of Security. Eleven High Admirals currently serve this "council", with one Admiral representing each of the thirteen species present within the Coalition. Discussions have been recently conducted which will reform the current structure even further.
Day to day decisions and administration are handled by both Administration staff, as well as the many Shipminds of the fleets. The Coalition has slowly been transitioning from goals of simple survival and reconstruction, into a nationalistic ideal, where the needs of the Coalition people as a whole take precedent over the needs of any one individual. A fierce loyalty still exists within most of the population, and analysts have predicted that this trend is unlikely to change for at least another year, assuming no propaganda is used to maintain the status-quo, or should there be no external impacts on Coalition views.


Demographics: The Coalition is home to members of thirteen distinct sapient species: Gaian, Khyrolii, Marduk, Reikoan, Tejhiik, Grrwrrawl, Taerren, Ssslakai, Shanii, Fokkoran, Irukan, Hrrakiir, and many Digital Sapients (Digisapes).


Culture: The culture and daily life among the Coalition may seem strange to outsiders. Owing to the close proximity of such a diverse collection of sapient life, there has been a mild homogenizing effect on the previous cultures of each member species. Where before the Coalition was formed, these beings were able to remain in voluntary segregation if they wished, they are now forced to live side by side; often adopting elements from each other's native cultures.
This combines with the martial nationalism prevalent among nearly all aspects of Coalition life creates a charged atmosphere which is seeking some outlet. This has in cases led to inter-species strife, and plans are underway to provide species specific "Enclaves" aboard the Homeships to lessen some of the racial friction and allow for those who wish to preserve their heritage.
With the ever-present Shipminds monitoring nearly every space aboard the various ships, true privacy is unknown. Only an implied consent on the part of the Corporals, and an implied responsibility on the part of the Shipminds allows citizens a measure of private life. While technically the eyes of the Shipminds are indeed everywhere, all the time, most of this monitoring is handled by subroutines and "subconcious" elements of the Shipmind's complex mind. Only in cases of danger to ship, fleet, or persons are Shipminds allowed to conciously observe and report on resident activities.
This situation has formed a cultural symbiosis between the Corporal and Digital elements of the population. Frequently many citizen form friendships with their resident Shipminds, who themselves often agree to tasks such as record-keeping, administration and "paper-pushing" tasks, and sometimes acting as "living journals". In exchange, the Shipminds are able to vicariously experience the corporal world through their friends and charges.
The military nature of the Coalition is almost all-pervasive While not every citizen is expected to be a soldier, all are expected to contribute to society in some fashion. Most who choose not to serve aboard a warship instead choose the Industrial Service. Miners, factory operators, shipyard workers and more. There is a rapidly expanding Research & Exploration Service, though much of the actual exploration is performed by the scout warships of the Expeditionary Service. Those who choose a purely civilian life serve in some capacity aboard the Homeships, in domestic capacities. A growing artistic subculture exists aboard these mobile colonies.

Military: Every citizen is expected to attend the Academies, which teach not only general knowledge, but basic martial arts and marksmanship. Those who choose to serve in a military capacity have two primary options: the Expeditionary Service and the Defense Service. The latter, as it's name implies, is a defensive fleet who's duty is the protection of the Home Fleets. The former Expeditionary Service is a multi-duty organization, tasked with exploration duties, as well as actual combat operations outside the Home Fleets. Defense Fleet vessels are often more heavily armed, however do not possess the long-duration logistics of the Expeditionary Fleet, which often are away from the Home Fleets for weeks at a time.
Service contracts are rated in five year terms, after which a citizen may elect to transfer to a new Service, or Retire. Retirement does not mean the end of true service and duty however, as all are still expected to contribute in some fashion. Of the small handful of Retired citizens, most are either still serving the Administration Service, or as instructors at the Academies.
Which Service one is in determines duration of tours and liberties. Expeditionary Service soldiers, who are often away from the Home fleets for extended periods, receive tours of six months active duty, followed by six months libery at their Home Fleet of registration. Defense Service personnel on the other hand, serve tours of two months, with two month liberties. For both warship Services, life during active tours is spent aboard one's ship of posting, with occasional short liberties while ships are in port. For the civilian and industrial Services, personnel frequently shuttle between posted ships and the Homeships.


Goals: At present, the Coalition are a people without a clear, unifying goal. For the past year, the goals of survival and reconstruction were all-consuming. The loss of over three million lives during the Great Sorrow served to galvanize a spirit of selfless sacrifice and service to the Coalition as a whole. Now that the great Homeships have given the people a real sense of "home", and the Harborships allow the Coalition to expand without settling... there is a growing unrest as to what the Coalition's place in life should be.
Elements within the Admiralty are pushing for isolation, finding some secluded location in the galaxy to gather strength and increase numbers. Opposition to this thinking is rallying a drive to inclusion in greater interstellar affairs. These voices wish to see the Coalition become involved in international politics on a greater scale, and thereby establish their people's place in history and power.
Contrary to either of these views is an undercurrent of more martial tones. Though quiet at present, there are stirrings of desire for conquest and absorbtion of other cultures.

Test #1: The Admiralty has located what appears to be a perfect world: Sweet spot atmosphere, no dangerous lifeforms, plentiful resources, and, best of all, it's isolated from the rest of the galaxy by a nebula. However, unbeknownst to your settlers, it's the pet project of a Caretaker God, who is quite irate upon discovering pink goo infesting his garden. Diplomatic resolution is suggested, as the Caretaker God should out-tech you by a fair margin.
