Your Government has just been shaken by a massive public scandal, it had turned out a middle government employee had been expropriating the fine money from minor legal infringements and using them to fund a lavish lifestyle of women, fast ships and hard narcotics. Thats fine, I'm not sure if there is a limit on admissions test, so take as long as you want. Within reason obviously, no coming back in a YEAR and finishing it
