The VICA System

We'd like to know more about Crownguards VICA system, i'm aware of the basic principles (and if it works across the rhine it can work across a galaxy).
We would like to know the amount of information that can be transmitted, the size of VICA units, details like that, and whether we could purchase VICA technology because it would allow us to get rid of the out-dated Siren probe communications network laid down when we first entered space, and go a long way to producing the next form of life.
