The silly NS1 issues got me bored because their lack of realism and seriousness made them dull. If there are issues which make for difficult and serious choices and which directly influence in the given civilization population, number of planets and economy, then it would at least be something interesting to reply to at the beginning. Only there should be no single best choice at all, and the fact I cannot maintain but only RP a "Left-wing Utopia" in NS without having a crap Economic Rating sucks. (And now I just found it pointless to try)
Going in with Alpha Centauri ideas again... Cutting political freedoms could for example make for more militarized and stable civs at the expense of efficiency(higher corruption) while political freedoms would increase efficiency and population growth but increase military support costs. Promoting free markets would boost economy but reduce stability and environment while pushing the issues towards a command economy side would promote a more industrially powerful nation(infrastructure previously used for luxuries would be used only for national interests) and increase population growth at the expense of efficiency.

The nature of NS's issues themselves wasn't what made me dislike them. It's that I've been getting nothing but the exact same ten issues over and over for the last several months. Sure, they might have been interesting at first, but now they're just boring.

Can you suggest an alternate method of changing your nation states other than issues?

I believe a social engineering menu with options like "Anarchy - Democracy - Dictatorship" for government, "Free Market - Planned - Gift Economy" for economy and alike in Sid Meier's Alpha Centauri style would be the most intuitive way, but like in Hearts of Iron 2, changes should be limited and/or have some sort of cost involved to avoid people from jumping between Democracy and Dictatorship as they declare war and get in peace again, for example.
