If your race has no real economy, why would it worry about an economy calculator?

I'm not "worring" about it mindset. Bear in mind you did not mention anything like a lack of/or no real economy. Naturally, I was concerned. For races with no real economy, I would perhaps only use government modifiers, which I think there should be more variety.

Or better yet, here's some samples...

Governments

Democracy, Fedaration, Unification, Dictatorship, Imperium, Oligarchy, Republic, Hive, Feudalism, Monarchy, Constitutional Monarchy, Corporate

Economics

Capitalism, Mercantilism, Communism, Socialism, None *.

* Would apply to Unification and Hive.

My government is most certainly not democratic, and yet we still have a frightening economy.

I see no reason for democratic/capitalist/rabid alien hiveminds to get a particular advantage if the group being penalized (dictatorships, etc.) doesn't gain something else to compensate.

CF, you should note though, that in war time, the military budget would, in fact RISE. Which would make some very mean calculations.
