If this measure passes or not depends on how you interpret the Constitution.


Section V, Subsection A, does not quantify what is needed to 'pass' an ammendment vote.


It could be interpreted to mean a simple majority, however, a precident for another standard exists:


Section II, Subsection B, requiors 'Laws' to be voted upon with an 80% majority in order to pass.


Thus, it's reasonible to requior an 80% majority for ammendments. And, as such, this ammendment, with a present 58% majority, falls soundly short of that measure.

Not to mention the Constitution grammar sucks. We should get a new constitution.
