Because it nullifies at a 1:1 ratio - one kilo eats a kilo of enemy armour, and that's it.

Because 1:1 mass-eating is less effective than modern, iRL bullets at doing damage.

Plus you have all the handling issues, including negative inertia, which alone makes it a bitch - much worse than antimatter.

The reasoning for using negative mass rounds would be for law enforcement where collateral damage is not something you'd want to happen. In war it just means you killed the guy and the guy next to him. Use it in more confined spaces, maybe also use it for contained black ops operations like maybe extraction or hostage situations.

But you'd need to fire pretty big bullets at them. What's the mass of a standard round, say, 20 grams. That's how much matter it'd nullify. It wouldn't even penetrate organs!

Nope, no concussive force. There's no energy release when nullification takes place, and momentum is not conserved unless both target and bullet are travelling in the same direction. It'd literally be like a chunk of your skin disappeared.
