If it was up to me, I'd just blow up the two uninhabited planets he wants and be done with it.
That said, while Mr. Landgrab's actions were questionable, it's hardly an act of war(yes, you can interpret it as such, but no sane individual would, unless you're just looking for an excuse to kill people) - missile spam was unwarranted, especially without consulting the 'victim'.
On the third hand, I notice they've a little, almost certainly ooc-motivated furry-murdering alliance, however, so I don't particularly care if you go Mekanta on them. I'll bring popcorn.

Alot of things can constitute an act of war, but are almost never acted on, because they don't warrant a full blown war.
What we have here is an individual captain issuing an ultimatum in apparent contradiction to another captain from the same nation - certainly serious, yes, but unless he acts on them, they're just words, posturing.
I'd have opted for a peaceful settlement, possibly bordering on extortion, with the idiot's resignation as part of the bargain. Or maybe a demand that he be handed over to face any applicable charges the victim nation feels like pressing.

Also, love the guy shouting neutrality - characters panicking as a result of player-actions is so rare and refreshing.
