Nope, no concussive force. There's no energy release when nullification takes place, and momentum is not conserved unless both target and bullet are travelling in the same direction. It'd literally be like a chunk of your skin disappeared.

No, you missed my point. Rubber bullets are used for riot control, use the same concept for negative mass rounds. You shot someone with a 20gram negative mass round and you don't kill them, but it will hurt. Plus you don't have to deal with picking up all the rubber bullets.
