That and you'd end up having to live with those people.
The only "alliance-wide colony" I'd bother it would be one intended as a playground for war games and fireworks, and besides, I'm sure this sort of settlement wouldn't draw such people.

Tho it would be funny if, with his departure, it's slowly fallen into disrepair(everyone assuming someone else would maintain it, people getting suspicious and objecting whenever someone took too much initiative to do so[placing monitoring/hacking/mind-control/assassination devices, etc.], etc.). Be a good excuse to relocate the Senate/etc. and clarify the situation, overall, if we ever felt inclined to do so.
