Universal importance transcends virtual constructs, therefore it should also include Real Life*, and not only that, but be considered as 99.9999% RL derived and only 0.0001% Internets derived(meaning that should there be a shitty RPer in NS who happens to be a millionaire with a big enterprise in his hands, he'll be far more important than anyone else). Local "importance" refers to NS only. Sub-local "importance" refers to a "country club" or small group of players inside NS.

At least this is how I'd treat it.

Well ICly, Arizona Novanians know little about Balrogga; those even remotely familiar usually wave off all talk of the Ta'nar as "ghosts" or "ghost stories," except for the intelligence community which is aware of their power but considers them otherwise too far removed - stellagraphically as well as in terms of their own consciousness - to present any real threat. OOCly, well, I did those lists up on the basis of who I thought was most revolutionary, well known, and pioneering; you do like operating in the shadows yourself, ergo that does make you a bit less visible, no? Your ITC is a good idea, a great idea, but it doesn't have the revolutionary punch that the Galactic Map would have. Hell, I didn't even put Indra Prime on that list, though I should have, seeing as the Temporal Accord was also fairly game-changing.
