The Temporal Anti-Defamation Act

We, the Untited Federation of Metallinauts, who have only recently embarked on scientific journey of temporal research, and only being in the preliminary stages of development, realize the inherent dangers of the pursuit, development, and deployment of temporal weapons and technology. We also realize the obvious dangers of tampering with the Time Stream. As such, we propose a Temporal Regulation Agency to prevent all nations from distorting the continuum. This agency would semi-regulate the development of Temporal technology and the uses and deployment there of. We also realize many nations chersish the ESUS Constitution, and creation of this entity quite possibly may interfere with a nation's soverignty. Yet we can offer this to those who would oppose it based on this issue. The Agency will be formally known as the United Temporal Anti-Defamation Council or UTAC, and the UTAC does not hold infitessimal power. It's powers are strictly limited to the Following Articles and may not at anytime out step it's power boundries unless changed by a Majority

Article I
Admitance in to the UTAC

Section I Members Not Pursuing Temporal Technology
Members of the ESUS are only eligable to join this league. Members of the ESUS who are currently not pursuing Temporal Technology may join the UTAC and cannot be denied entrance. As such they have an equal say in the council's matters.

Section II Memebrs Who Currently Employ or Are Currently Developing Temporal Technology
Members of the ESUS currently employing Temporal Technology are strongly encouraged to join the UTAC. Members developing Temporal Technology are strongly encouraged to join the UTAC.

Article II
Conduction of Actions
Member nations will convene when a temporal threat or crime has come to any nations attention. A temporal threat is an out side nation (Non-UTAC Nation) tampering with the continuum. A temporal crime is a UTAC member breaking the Temporal laws laid out in Article IV.

Article III
Powers of the UTAC

Section I Regulation of Temporal Development
The UTAC does not have the power to prevent any nation from developing Temporal Technology. The UTAC does not have the Power to stop nations from employing Temporal Weapons unless they are deemed damaging to the continuum.

Section II Punishment of UTAC Nations
Nations guilty of breaking statutes (See Article IV) will be refered to the ESUS Senate for a hearing at which an elected UTAC Member will inform the ESUS of the infaction, the potential damage that could result in this action and a recomendation of punishment will be given by said UTAC Member. The member guilty of the Infraction can if they choose so to speak on their behalf, though only if they wish. Then the ESUS Senate shall debate a punishment. Punishments should be along the lines of Economic Sanctions, Ejection from the ESUS, or Possibly War depending on the seriousness of the Infraction.

Section III War and Treaties

A.) The UTAC is a Seperate but affiliated entity of th ESUS and as such may declare war apart from the ESUS and the ESUS has no obligation to aid the War. Though UTAC members are still conciderd members of the ESUS andare obligated as such to fufill their war time duties to the ESUS.

B.) Though the UTAC is a seperate entity of the ESUS it has no power to make treaties with other Alliances or Nations. The UTAC is still bound t o all ESUS Treaties.

Statutes of the UTAC

Section I Member Offesnses
Offenses of the UTAC Members include but are not limited to:
A.) Using Temporal Technology to travel back in time to gain a superior technological advantage.
B.)To use Temporal Technology to travel back in time to destroy a race before it has eveloved.
C.) To travel forward in time and take superior technology back in time to gain a technological edge (back through time means from the year you aquired the technology).

Section II Non-UTAC Member Offenses
A.) All previously listed offense are applicable to Non-UTAC members but are not limited ti said offenses.
B.) The UTAC reserves the right to see all Temporal pursuits in the name of Military gain of Non-UTAC Members as an act of war and will act accordingly.

Article V
Governing the UTAC
Every Four (4) Years (RP) a President of the UTAC will be elected by a Majority vote of the council. The President does not have any more power than anyother nations of the UTAC. The President is merely a figure ad and is a liason to the ESUS and as such expresses issues to the ESUS that the UTAC is currently under going and he is also the Spokesman for the UTAC.

Article VI
Passing of Laws
Members of the UTAC will pass laws that only pertain to temporal matters that will not excessively tamper with the Soverignty of UTAC members. A a law is passed by a majority vote. If a nation feels the Law is unfair they may challange it. A challange to a law is a 10 day debate that will end in a vote to determine if the law stays or not. A 2/3rds vote is needed to repeal a law. If the law is not repealed, there will be not repremand on the nation who challanged the law, but they will be required to follow the law.

Realizing no document is perfect, this article was created to allow for Ammendments to be made to the UTAC Constituion.
