RL militaries – some of them famous for military skillz – are often far more incompetent than this. Case in point: My IDF service.. However, I still maintain that the UN army having a policy of interventionism does not jive with incompetence on the scale we saw in The Weapon.
The closest thing that occurs is the one bit of escape-and-evasion training they have, which is ONE bit, and even there the purpose is for a different unit to be trained in evading while the Operatives try to not let them do so. That happens ONCE., but the 'you're dropped in the middle of nowhere with your comrades. There is only one bag of beef jerky between you! You must fight for it!
There's assloads of strength training, training in climbing, swimming, shooting, close-quarters combat.
