Cyberstorm is probably the most powerful. Their smaller Hercs are capable of low supersonic velocities, and their shields make them functionally immune to a 100mm automatic high-velocity railgun.
There's apparently been some sort of collapse by the time of Tribes 1/2/Vengeance, and much technology was lost. Given that nobody but the Empire and the Hordes even has Hercs any more.

I am pulling the bits and pieces I like most from each. Power Armor from Tribes, HERCs from Cyberstorm, Bioderms from T2. Etc.
