Announcement: Hector Doctrine
This is a notice to all citizens of the Imperial Corporate Nautocracy, protectorates thereof, and an open letter to the international community; esp. the Extra Solar Union of Systems.
As of this day May 15, 871 A.C.E., the Hector Doctrine is in affect.
The Hector Doctrine guarantees:
For every man, woman, child, or single sentient creature that leaves the Core Territories, including (but not limited to) The Imperial Core, The Barclay System, The Chyrsham System, or The Ikkaudl System, with the intent and purpose to colonize or settle in extranational territory, a contingent of (10) APE-IU droids will be guaranteed to each of them.
The doctrine is void if the area settled is known to belong to another recognized foreign state.
The doctrine is subject to state oversight in the case of disputes with recognized foreign states.
Other Criteria:
All settlements made under the protocol of the Hector Doctrine will be considered part of the larger Arizonan state, and its inhabitants will be given or retain the rights as per the Sentient Civil Rights Act, and also subject to the laws of the Arizonan state.
Settlements are defined as: extranational communities which have reached a population of at least 5,000 single-sentient inhabitants.
